Model of Cultural Tourism Attraction Development in Pura (Temple) Dalem Balingkang in Pinggan Village Kintamani District, Bangli Regency

Abstract: There are so many tourism objects in Bangli regency, one of them is Pura Dalem Balingkang. This study aimed at determining the factors driving and inhibiting, strategy and model of Pura Dalem Balingkang development as Cultural Tourism Attraction. The analysis method used IFAS and EFAS matrix analysis and SWOT matrix analysis. The data were collected by observation method, in-depth interview, questionnaire distribution and FGD. The results showed that Pura Dalem Balingkang had a strong potential to be developed with an average value of IFAS 2,866 and EFAS 3,015 and on IFAS and EFAS matrices were in cell II position ie growing and building (concentration through horizontal integration), profitable strategy of maintaining and controlling community support. The driving factors were support and high community participation, beautiful and natural scenery, technological advances such as social media, communication media and information to tourists, development areas close to developed tourist objects. For the inhibiting factors, the quality of human resources is still low, the creativity product was still minimal, the lodging facilities had not existed, the road infrastructure was not adequate, parking space and security was not adequate. The alternative strategy that could be used for development was by improving the quality of human resources through formal education as well as trainings on tourism, coordination and cooperation between communities to improve road infrastructure, improve the use of information and communication technology as a media promotion and marketing. Appropriate model applied was Community Based Tourism (CBT), a form of participatory planning as a development approach.
