INFORMATION TECHNOLOGY POLICY AND ELECTRONIC GOVERNANCE IN NIGERIA PUBLIC SERVICE: PROBLEMS, AND PROSPECTS

Abstract: This study examined and analyzed the information technology policy on the utilization of e-governance in the public service sector. Data utilized for the study were extracted from primary sources i.e. questionnaires and direct interviews. It made use of the Nigerian Public Universities as its case study of public service. The mean, standard deviations were used while the t-test was used to check the assumptions formulated. Empirical results show that information technology policy, in line with theory, exhibits a significant positive impact on e-governance implementation. This shows that given the benefits of e-governance, combating the challenges facing the implementation of e-governance is indispensable in the attainment of sustainable economic development in Nigeria. An increase in government expenditure on improving information technology in all sectors of the economy leads to efficiency and increased productivity of public sectors. As a result of the computed value of the statistical analysis, it was revealed that the low extent of ICT utilization by the public service sector is a critical issue affecting the execution of the e-governance system in Nigeria.
